In a Factions context, I'd have them function as members of a "pirate faction" so players would have something to fight against/raid.

Maybe act as a tutorial for newer members of the server. For example (in a prison server), the NPC would walk from spawn to the A-Mine then starting mining (just swinging his pickaxe), then said NPC would walk to the store, then walk through a portal etc.
