Am I allowed to promote someone elses MOD that I use a lot with my world? One
of the MODs is only available on another minecraft website, while the other one exists here. So...I wanted to know If I can mention them as a recommendation for my world at the bottom of my project description?

Seems like it would be fine If anything it would actually help them.
The only issue that I could possibly see would be if the mod is on a different site. If that is the case then I honestly don't know what the reaction from the mods would be so you might want to check that up if it is.

Well the other mod which is not available here on PMC, is on skydaz - would that be a problem?

I'm not a moderator, but I don't think there would be any problem with recommending a mod for use with a project in that project's description.
