Ok, first if all, i wanna mention this thread is directed at modders.
So, my question is, is it possible to make new ladders? i tried and it didnt work. I looked it up and nothing said anything. So i am here to ask someone if they know if it is even possible. So please answer me as soon as you can

From my knowledge of Java (not looking at Notch's code) all you need to do is inherit the "ladder" class in your new one, and it will have all the behaviour ladders do.

anything is possible through the code, mostly its kinda a pain but it is highly possible to make new ladders, try looking at the base code for the ladder block, you should get everything you need there.
