I think yes, because he would make a good boss, and maybe if they added a herobrine castle...

A user on the Minecraft WikiAs Minecraft passed on from Notch to Jeb_, the chance of Herobrine appearing in an update was unclear. On the 22nd of August, Dinnerbone, current joint developer of Minecraft, tweeted:
“ We have no plans at all to add herobrine. I doubt this will ever change. „

This confirms that Herobrine will never see an official release in Minecraft, and that any claims of "finding" Herobrine in vanilla Minecraft in future updates are completely unfounded.

Jeb won't add Herobrine. End of story.

Idk maybe have an option for him to be in a world or something, like when your making a world one option could be Herobrine: On/off and you could decide wether you want him in the world or not.
