I think that it updates everything and makes sure that everything is working right and that nothing is out of place. It is usually required that it be deleted when installing mods. I think this is because if you install a mod without deleting it, meta-inf will detect something wrong that's not a part of the vanilla game and stop working, requiring a re-install.
2. Is it possible to die in creative mode?
Yes, creative mode is the only mode in which you can remove bedrock which has the "void" directly under it. Digging bedrock and jumping into the void will result in death where it is impossible to reclaim your items (much like dying in lava.
