While I don't generally use mods I'll download them from here or Minecraft forums.
Sites like 9minecraft are awful, have never used them and will never use em.

Minecraftforum is the safest you get except PMC But PMC is offline all the time, so Minecraft forum is a viable option, plus you get news every now and then

I don't really use mods, but I usually just google it and click into random websites and hope for the best

Uh, Minecraftforum would be my backup for when PMC goes down, I guess.
