What does it mean by Use VSync?
Hello. I was looking through the options and I found "Use VSync". I'm not a master of technology "speak" so can someone tell me what this means? And if having it on or off affects lag or not.

VSync simply limits the maximum amount of FPS to the max rate that your monitor can have. It can extend your hardwares life by doing so. Because it is processing all those frames, but isn't outputting it because the monitor can only go so fast.

vSync limits the amount of frames per second to the Hertz rate of your monitor.

It's something nobody cares about so they can show off how they get over 9000 fps.

It's not the exact definition but it basically limits your FPS to your monitors max FPS (usually 60) and commonly prevents screen tearing. I think max FPS is probably better for you if your are concerned about lag however I'm not too sure.
