what the heck are recource packs? I really want to know I hear they add sounds and stuff, but I don't really know anything else.

btw, there is a special software dinnerbone released that can convert 1.5 texture packs into 1.6 resource packs

I've heard that a resource pack is like a texture pack but it also has sounds to it. It will be replacing the texture packs in minecraft.

A resource pack is what will be replacing both mods and texture packs in the near future. It is being introduced with 1.6 and will allow currently for textures and sounds. It will eventually also allow for mods in it too, which will make the full modding api.
A resource pack, at this point is basically a texture pack with sounds although one day it is what you will install to get your mods, your texture packs or custom sounds (although you can already use it for the last two). If you want further information look into mojangs blogs about it.

Resource packs eventually allow players to customize music, sounds, language files, end credits, and fonts without any code modification. So you could change the music disc "C11" to another song from your computer files, like Payphone! Or have the credits say "YAY YOU DEFEATED THE ENDERDRAGON!!!", or have the font go from "Blocky" to "Comic Sans MS". Does this make it more clear? Hope it did

As far as I know, yes.

A Resource pack is the new Texture pack, and essentially they can now come bundled with custom sounds and other such things as per the creator's discretion. I'm afraid I do not know how to create them, but they are installed the same way as Texture packs, you simply put them in the "Resource Packs" folder now instead of "Texture Packs". Hope this helped.
