The issue with many servers today is that they are all the same. Many servers already have plugins such as McMMO and Factions as the plugins are available to anyone and everyone. What a server needs to be successful is something that makes it unique such as custom made a plugins or an epic storyline.

Take Hypixel's new server for example, many of the plugins are his own and he has taken the time to build a huge unique map that isn't available to play anywhere else. Even better at peak times his 1500 player slots are always full.

I like a server that will never shutdown and an owner that talks to his players. I like the owner to think of his players as players and not users.
