If you're smart on how you nab your plugins, or have any degree of coding ability, plugins I'd say are the far better choice.
That said, if you work with command blocks, the reverse is true... but personally, I'm more comfortable with seeing a plugin do the job.

Ok the redstone problem is fixed now... re-vote?

Why do you have commands and redstone as separate? If redstone is used at all it would just supplement the command blocks.
