all i want is a mod that lets you walk faster

Singleplayer commands can do that you type in "setspeed 5" or w/e and you walk 5 times faster and you can do many other things with that mod like make it day, fly, no clip etc

Depends what kind of mod you want, some only require the basics of Java, some require you to be an expert or even team up with fellow experts.(Aether mod for example.)

Just go to http://www.Minecraftforums.net And go to the modding section, make a thread and write something like

you could possibly put a request of the type of mod you want on the offical minecraft forums?

From what I understand, you must be quite familiar with java coding to even begin to learn how to make a mod, as I am not I can offer no further advice after that.
