Worldgen Tweaks: Vanilla or not?

Many people, most notably SimplySarc, have debated what is Vanilla and what is Not Vanilla. What's the boundary line between them? Does enabling a resource pack make your world permanently Not Quite Vanilla? Does enabling a quality-of-life datapack cross that line? If not, then where IS the line?
With the popularity of worldgen tweak/overhaul datapacks like Wyther's Overhauled or Starmute's Terralith, I feel that this question must be answered- at least for these sorts of packs. Since the question is such a stumper, it seems to me that the only way to finally land on an answer is player consensus, that most hallowed of statuses.
What do you think? Does changing the way your world looks/is generated cross the line?

Vanilla means the unmodified game that the devs made for the average new person who just bought the game, so datapacks and texturepacks (as well as plugins + mods) would make the game "modded".

A resource pack does not make a datapack not vanilla plus, but it does make it less accessible. Worldgen as a whole can be vanilla+, but packs like overhauled overworld and terralith have their own style of biomes, which makes them not quite vanilla plus. In summary, worldgen can be vanilla+, its just that packs that fall directly in the lines of vanilla aren't common, and aren't as enjoyable as other packs.
