Exact spawnpoint

I'm currently trying to set the world spawnpoint to a platform about 10-20 blocks above mainland and when I use the regular setworldspawn, with the gamerule: spawnRadius=0 It spawns on the exact point below the platform. Thats the only problem I ran into and it annoys the hell outta me. Thanks for the help

This is a bug with the game since 18w20c, not something you're doing wrong. https://bugs.mojang.com/browse/MC-129912 hopefully they're able to fix it soon but it currently has no fix version or much discussion about it. I just commented that it's still an issue in 1.13.2 but until they fix it I'd recommend setting the worldspawn to an alternate location and using a repeating, always active command block to instantly teleport player from there to the location you want. Wish I had better news for you, sorry.
