How do I make a animated banner work for my server?

I tried it with a .gif file,and it like, gets stuck on the first frame or something. There MUST be a way, almost every other server has one. . . it works perfectly in my sig, (as you can see below) Why wont it work for the banner?

Another way, is to use PhotoShop.
