I'm trying to make a click event for my servers auto announcements - but I can't seem to get it to work...

Well, I dunno what's wrong with your thing, because all the open click events I've done with that json creator work fine.

No, this was used for a plugin - not put directly into console

Depends a bit on how you want to set this up. It is easily doable with vanilla Minecraft through usage of the so called Raw JSON text format. For example:
/tellraw @p {"text":"Visit the Planet Minecraft forums!","clickEvent":{"action":"open_url","value":"http://www.planetminecraft.com/forums/"}}
