How do you get coloured stained glass?!

for some reason i can't use stained_glass:3, which should normally give me light blue stained glass, it doesn't exist in 1.8
what do i do to use light blue stained glass in /fill???

I have been testing out the command in a couple different ways and all i can say is that the /fill command does not support item tag(Or id number) of any block or in short (Example[stained_glass":3"]). I tested this in a couple ways but there is so far not a way to use the fill command in the way you want it as far as i know.
