I need help with my server

Hi guys. I haven't posted anything in a long time, but recently, I tried to set up a server with my brother on minecraft 1.13.1. I went to the minecraft server website, downloaded the server, and set it up. I then was able to connect to the server using localhost. however, when my brother, on his computer upstairs, tried to join using a different account, it said:
java.net.ConnectException: Connection Refused: no further information:

However it still worked on my computer. Both me and my brother were playing on minecraft 1.13.1, with windows 8. Please respond and help.

First option: Open up a LAN world so he can join.

Second option: There is a free server hosting website called aternos, so if you go to there website you can create a server!

Loxley below explained it all. So how to get your local IP?
  • Use Win-r (Windows key and then press r) and type 'cmd', hit enter. You should now have a commandline (dos box).
  • Type in: ipconfig | more
You probably see a rather long list but it should list something like "IPv4 address", and behind that will be your local IP address. If you're all connected to a network then your brother should be able to use that IP address to connect.

This is the correct solution, although it's not called DOS Box and you don't need the more bit, just 'ipconfig' works fine.

He needs to use your local ip to join. Localhost is for the host computer only.

Neither of these things are true, if anything some AntiVirus software can cause issues with servers

Try to use '127.0.0.1' instead of 'localhost'.
If that doesn't work try to use a LAN setup with both of y'all on the same connection. (same internet connection)

Local host only works whilst you are hosting and playing on the same pc, was that the case?
