Is it possible to set a commandblock (with data in it) using /setblock

So I want to place a commandblock which has a command in it.
But using the /setblock command.
So if it would be possible using something like: /setblock ~ ~ ~ command_block{data="/say test"}

In 1.12 it was
setblock <x> <y> <z> command_block 0 replace {Command:"say Test"}

In 1.13 it's
setblock <x> <y> <z> minecraft:command_block{Command:"say Test"} replace
