I'm trying to redownload Forge, but when I get the thing up, something like 
this shows up. I looked it up on Google and whatever, but nothing of much help

That is the default location; but I have seen it in others due to windows firewall etc. as I can't see your files; and I don't want to, I can't help.

You need to set the location on the installer to your .minecraft folder.

I thought I had it sent to there

You have to run Minecraft first.
