Need Help With Minecraft

When ever I open forge minecraft 1.12.2 It doesn't appear but then when I try to open it again it tells me it is already open. When I open regular vanilla minecraft 1.12.2 It opens but it just says 'MInecraft (Not Responding)' I need help!
Edit: I tried to completely unistall minecraft and re download it and still the same things happen maybe it is something on my computer, I uninstalled a few other things and still no difference but it is most likely something else on my computer or the computer itself
When I say computer I mean laptop.

then....don't play forge 1.12.2? do you have forge fully installed for 1.12.2?

Ok but I still can't play regular mc.

I would guess you just aren't waiting long enough. For me it takes a minute or two after the launcher closes for the game itself to launch, and then a couple of minutes to get to the menu.

I would update java and reinstall minecraft. Did this just start happening or has this happened before?
