I'm working on my semi vanilla server and I want to turn on PVP for an arena.

Its a Bukkit server (pvp is set to true on the server.properties file)
+ Essentials (pvp is set to true in the config.yml file)
+ Towny (world_pvp is set to true in the config.yml file)
+ World Guard
+ PermissionsEx

Still PVP doesn't work
Update: I have PVP disabled in __global__ but enabled in a local region called PVP. when I'm not in that region it says I cannot PVP here, but when I am, it says nothing.


If someone could point me in the right direction to look to get this turned on. If you need more information, please tell me specifically what you need, I'm struggling here.
