Plugin that prevents players from breaking or placing blocks

Please I need help,I need a plugin for bukkit that doesn't allow players from placing or breaking blocks ( world guard no because it is a huge area,and I don't want to set to Adventure mode because I need to allow break for plugins to work E.g: Easy Elevators)

You can use global flags for worldguard
/rg flag __Global__ build deny
