I am so lost ....i have had to many people tell e to do so many different things and now i have a ton of downloads and have no clue where to put them or if i even need them..if there is anyone out there that is willing to help PLEASE let me know

EDIT: I am assuming you are having difficulties with the setup, not so much the plugins and permissions and all that.
What kind of server are you trying to set up? Honestly, if you have no idea, I would recommend:
Regular classic survival: Spigot, with a few anti-cheat plugins
Private survival server: Vanilla. (see my previous post) Don't forget to use whitelist!
Minigame server: Spigot
If you are not trying to set up a vanilla server, but instead a Spigot server, I will try to explain how to do so.

First, what you will need is the BuildTools.jar file. You can get it and learn more information about using it at https://www.spigotmc.org/wiki/buildtools/
You have to run buildtools in a special way. If you have it, search on your computer for Git Bash. If you don't have it, download it at https://git-scm.com/downloads
When you run Git Bash, you have to locate your downloaded file with

Delete everything, find a person who's good with servers/a guide, and start anew.
No sense fixing what's entirely broken if it's cheaper to start anew.
And if you do find someone good with servers, do see if they know what they are talking about - there's a good number of folks here who say they know things about servers and setup, but are lacking fundamental concepts >.>
I'd try to link a guide that isn't for vanilla servers - if the OP was confused by something with plugins, he won't get much at all with the basic server type unless he likes the idea of 100% literal vanilla (not the best idea) or being command block dependent (unless the OP has a secret skill with command blocks that isn't showing...).
