Server side Resource pack... HELP!!!

Hello PMC Community,
I have been looking and looking for a tutorial on how to upload a server side resource pack for a whole now but I can't get it to work!!! The pack is on my PC and so far I have uploaded it to Dropbox and I put the link into the server.properties but nothing happens!!! I honestly have no idea what I am doing. All the pack does is change one item in Minecraft from a nether star to a gun...

Upload it to either dropbox or mediafire. Then copy the download link and paste it into server.properties on the line texture-pack=(download link here)

I doubt dropbox works whit that
