Some problem with new players and hp of mobs

Hello,
Can someone of you guys help me with this one little problem
My server is based on skyblock, but now Im watching , that every new player on server cant hit mobs more than 1hp / 1 hit with for example diamond or stone sword, there is not difference.. I had installed on my server plugin edit mobs too some entityoptionsplus, but after deleted them there is still this problem.. maybe its because of change oh hosting, or i really dont know :c ... do you have any ideas how to fix that ?

try removing all but the important (no cosmetic style plugins, chat, color, trading, etc) plugins and wipe the mobs, then try
