Can someone help me make a datapack for my server, every tick i need people ONLY WITHOUT a team to automatically join a team named "Member"

I created pack that can help you may, but you can't send files on pmc so I need a Discord tag or something. Sorry.

it's easy. Making a AFK detection datapack soon that has that feature embedded into it.

You cannot join 2 teams at the same time, but you can use scoreboard to say if you are the owner and put scores={Owner=0} in the selector
Or
If you just don't want owner and suck to be replaced by members, just add extra team=! selectors. Like this
/execute as @a[type=player,team=!member,team=!Owner,team=!etc] run teams join member @s
