IS there a way to disable villagers breeding?(without mods)

I'm trying to create an adventure... and I need to place a villager behind fences so it doesn't move but it keeps creating baby villagers! is there anyway to stop this without mods?

Lol be serious! if I took some shears and tried to cut a villager, it would do nothing.

Yes. I do not know much how villager breeding but I do know there you can breed 1 villager with 3 doors, so if you want them to stop breeding, you either have to spawn some villagers in or remove some doors.
