Use to be able to run Minecraft, now can't.

Hi, around the beginning of 2018 I was able to run Java Minecraft at 60 FPS, no stutters. But then I took about a 3 month break and just got back into it. Now all of a sudden I'm getting 15-40 FPS and it drops a lot. At first I thought that this was because of the 1.13 update, but it wasn't, any version below 1.13 I still get bad FPS. I tried lowering the graphic settings, and I literally get the EXACT SAME FPS, little to no different in FPS.

Here's what I've already tried:

  • Ran a virus scan, removed some files.
  • Made sure Minecraft was using right GPU.
  • Checked if enough RAM was allocated.
  • Checked task manager, CPU was being used 100%.
  • Disabled any overlays that could cause bad FPS.
  • Set game priority to High.
  • Used Nvidia control panel to give best performance, no change in FPS.
  • Using Optifine, still getting lots of drops.
  • Updated Java to latest version.
  • I use Razer's Game Booster
  • Tried GeForce Experience
Here are my specs too I'm using a laptop (lol):

  • GPU : Nvidia GeForce 940MX
  • CPU: Intel Core i7-7500U 2.9 GHz Base (I can boost it up to 3.5 GHz)
  • 8 GBs of RAM
  • Windows 10 Home Edition

You can try Defragmenting your computer, if you have alot of stuff on your pc, this is very handy.
To keep your computer running its best, you should defragment, or consolidate files, on your hard drive. Defragmenting your hard drive improves your computer’s performance and is something you should be doing regularly.
