Here are two possible causes:
1. The version of WorldEdit you're using is incompatible with the version of Spigot / Bukkit you're using
2. The version of WorldEdit you're using is in it's beta stage, i.e not stable
The latter is probably more likely than the former, a stable 1.13.2 release for WorldEdit hasn't been released.
