First Question:

Is the top most frame in the animation png frame "0"

2nd involving mcmeta file: Do I need to give a value for frame time and frame sequence? or what is default animation run through?

And im assuming I can animate any texture I want so long as it has this mcmeta file?

1 : Yes, first frame is numbered '0'

2: Frame time is optional if you just want to animate the texture use this code in mcmeta file:

{
"animation": {}
}

You can't animate every texture. On vanilla you can only animate block and item textures - however you can animate rest of the textures using Optifine, this documentation will help you: github.com/sp614x/optifine/doc/custom_animations.txt
