Forge not installing correctly, Help!

Hey PMC, I need help. Last Christmas (2013) I got a new Windows 8 computer. And I needed to get Forge Moadloader back, so I did what I did last time, I went to the page wnet to 1.6.4 found the (installer) button, went to AdF.ly, click "Skip ad" Then this is where I think I went wrong, something poped up and it said... \/ \/
[What would you like to do with forge? [Open] [Save] [Save as] ]
...and I clicked [Open] and the Forge thing poped up and said, "How would you like to open forge?" I clicked Client, then it said "Successively downloaded forge and grabed 0 libraries" Then I go to %appdata% then go to Roaming then to .minecraft and THERE WAS NO MODS FOLDER! What should I do? PLEASE HELP!

....... forge doen't creat a mods folder, you have to do that, it creates a profileon the launcher.....
