Plugin designer needed - HARRY POTTER - BUKKIT

I am looking for a skilled plugin designer who can work with bukkit. I am helping out the admin of a rather epic Harry Potter server called PotterCraft (Creator musicdudez), and we are looking for a plugin to count house points.
Basically, it needs to include these things:
A command like /p add 500 g - This gives Gryffindor house 500 points.
Permissions, so that only the heads of houses can use the command.
All points need to be tallied up on a sign AUTOMATICALLY, one sign for each group.
Needs to obviously work with Bukkit.
If you can make this, please help us out, and feel free to check out the server!

I really wish people would stop posting "I don't know what a plugin is..."
It is really annoying and absolutely no help. I have already sent many of these to the spam report.
I have taken the advice of number1_Master and I now have the plugin in development. So thank you Master for your help.

Basically a mod but for a whole server. Examples are VoxelSniper WorldGuard etc

Make an account on bukkit.org. There will be about a dozen plugin developers wanting to make a plugin like this. Although I want to, I am too busy to code this for you. Sorry.
