The authors of the mods will update them when they are ready. The add-on you are talking about is now part of the main mod so it'll never see an update but this project hasn't been abandoned. Just 2 weeks ago one of the guys working on the mod commented about them being busy https://www.minecraftforum.net/forums/mapping-and-modding-java-edition/minecraft-mods/1293190-zelda-sword-skills-1-8-9-v3-4-and-1-7-10-v2-5-1-03?page=306 and welcomed people to join their discord https://discordapp.com/invite/ceA9UX3 if they want to keep up with the latest progress.
