No, but you could have a custom texture pack and change blocks to make it seem like the texture pack has changed even though it hasn't.

Sadly no.
I doubt this will be added to the game, unless modded because this could be abused by players switching texture/resource packs of others over and over completely annoying the person who's being abused and totally confusing them.

This would be a cool mod for like potion effects. In my opinion

In the newest version you van have per world texturepacks so that if you have a server with multiworld i thunk you can put different texturepacks in different worlds. It works for singleplayer, but not 100% sure if it works for multiplayer. You can also have a set texturepack for a server if thats what you want. There is sadly no way to change the resourcepack with commands right now.

No you can't as far as I know there might be a way to make a command with a plugin though and then use that one.
