I Need Scoreboard Command Help....

Is there any way of telling the scoreboard to add the nearest 12 players to a team and then change their gamemode to survival? The main goal is just to change them into survival, but I thought a scoreboard will work... Thanks for helping!

/gamemode 0 @a[c=12]and
/scoreboard players teams join YourTeam @a[c=12]1

I don't have twelve players to test this with, but I think that you could do it by running this command:
And then repeating this command twelve times:
And then set them to survival with
