It's interesting. You've come to a concept differently, but in a nice way. It could use a tweak here or there, but overall the idea is pretty nice.

Why not instead use the scoreboard system so that all you have to do is click once for on and once for off?
- scoreboard players set @p flying 1
- scoreboard players set @p flying 1
