can someone make a texture pack for 1.8 to 1.12.2 that makes the water colour from those version to the same colour of 1.13?

Me no, but in 1.13 the water color changes with the biome your in, and 1.12 only has 1 ocean biome. So you will have to say which color you want if someone is going to help you.
