Step 1. Open the resourcepack you want to edit
Step 2. Go to assets/minecraft/textures/blocks
Step 3. Open redstone_dust_cross.png with an image editor (I use paint.net)
Step 4. Copy the entire image
Step 5. Open redstone_dust_cross_overlay.png
Step 6. Paste the image from redstone_dust_cross.png
Step 6. Colour the image the way you want
Step 7. Open redstone_dust_line.png
Step 8. Copy the entire image
Step 9. Open redstone_dust_line_overlay
Step 10. Paste the image from redstone_dust_line.png
Step 11. Colour the image the way you want
Step 12. Save both images
Step 13. Done!
