Is it possible to naturally spawn mobs in other biomes?

I'm making a resource pack, and I was wondering if there was any way to make it so mobs spawn in biomes that they wouldn't normally spawn in. I'm specifically talking about the Polar Bear.
  I want to make it so that polar bears can naturally spawn in taiga and mega taiga biomes, with a biome-specific texture looking like a brown bear. I already know how to make the biome-specific texture.

Is there a way to do this?

Nothing naturally, but you could use spawners. Normally spawners work at a rather high rate and can fill up a room with mobs in no time, but you can actually customize all that if you want.

With just a resource pack, the answer is no. You will either have to use commands/datapacks, or mods/plugins.

Do you know how it might be done with a data pack? If I figure that out I could easily have it downloaded alongside the resource pack.
