I think the all texture packs. Besides repeats should be allowed for posting. Painterly TexturePacks are texture pack nether the less. There just for people who don't have the time or arn't good at making them pixel by pixel. There are people who use painterly rxturepack makers and figure out ways to post them without getting caught. So with the current rules in place all we get from new TexturePacks are really bad ones made by people in 5 minutes. Please consider this.

People who create a Painterly Texture Packs are not even doing anything close to making a texture pack. They just choose some options they want, and they get a texture pack. Texture Packs are supposed to be 100% original, and nothing of a copy of something else. They also have to be handmade.
