What is the best tool for making texture packs?

Photoshop is awesome but if you are wanting to be legal and still have a good tool, I suggest GIMP or Paint.NET

Gimp and Paint.net are both good, i personally use paint.net (its a program not a website)

Photoshop is best if you know how to use it. But it costs.
Paint.net is also very good one and it's simple and free
