How can i get my server popular?

Ive had my server for 2 years and not 1 person donated. All they do is ask for op. How can I get people that actually are devoted and play? My server is great but no one wants to play cause of the player count. Any sugestions?

lol this server is a joke taling about he needs $105 dollars a month or the server shuts down tonight at 8 Denver time and hes donor ranks are bad and mcpro cost $10 a mont for the plan he has no one donate to this liar!
