Looking for ideas

I've had my server about 5 years now... and I've been doing almost everything single handedly with very minimal knowledge. I'm at a roadblock.
My spawn currently works as the information center. Lets players learn about how to play on the server (we don't have much requirements, just know how to use region poles and how to claim your own land. Everything else can be brought up using /rules). But this isn't working for us anymore and I've received numerous complaints from players that the spawn just isn't friendly. Signs aren't descriptive. But I don't know what I could do to fix this.
We are looking to revamp the spawn. We don't want anything fancy. I just need more ideas from the outside about how to handle this.

We were also thinking of writing a video tutorial, yes. That's a good idea.
