I have a Minecraft server, and I enter it by entering the IP 'localhost'. Can I do this on a computer that does not have the minecraft server running on it, as long as it's in the same house? If not, how do I?

No, you cannot. You need to get a server. Most people do this through a website; I recommend server.pro (it gives you a server for free).
