Well yes, but it isn't pure vanilla if it uses plugins, is what they mean

This is not vanilla. Vanilla is a server ran with the server files Mojang provides. Vanilla also does not have plugins because the vanilla server.jar does not have the ability to run them.

This is vanilla, except all you have it teleport to other players and sethome, I could do the same with command blocks but it would probs lag the server, thats why I chose to use tpa and home plugins. Apart from that, the server is pure.

You know, vanilla is not survival by definition. Vanilla means not having plugins.
