Plugin wanted: Unsafe Enchants

Hi!
I am looking for a dev to make a plugin which:
- Allows unsafe enchantments on books
- Allows books and armour to be combined together in anvils to obtain one tier higher enchant, such as sharp 5 and sharp 5 to sharp 6. Or protection 72 and protection 72 to protection 73.
- The anvil can be opened with a command if it makes it easier, i dont mind
- Keeps enchantment tables the same

I would really appreciate any help you can offer as I have been stuck on this issue for a long time. -snip-

Hello, I would be happy to make this plugin for free! I was just wondering about the specifics of the plugin. (I apologize if this is clear and i am misreading)

Are enchanting table enchantments affected in any way or is it just combinations in anvils?

if there is a sword with Sharpness 5 Unbreaking 1, combined with a Sharpness 5 sword, should it result in Sharpness 6 Unbreaking 1 or is it just single enchantments?
