Which one is better Server Essentials or Command Book?

Depends on the server, one isn't necessarily better than the other because both do the same thing (more or less). The main difference is the way the plugin is setup and the way you configure it.
I myself rely on Commandbook but that has 1 very specific reason: the ability to enable and disable individual features, teleporting in specific. To my knowledge both plugins try to "improve" teleporting but unfortunately never stopped to pay attention to what vanilla has become capable off.
If I try to teleport myself a few blocks away: /tp ~10 ~ ~ then some plugins will give me an error message because their programmers never bothered with the dynamic ranges. Fortunately Commandbook gives me the ability to turn that mess off so that I can rely on vanilla teleport commands and still have a bit of extras.
