I use to own a server, it's very hard to start it up :/ Here is some tips
advertise on websites like PMC
keep it vanilla
dont start with a mini games server, maybe survival because you don't need others on to play
give a reward for voting (Votifier plugin)
Make your server different than others, like survival with guns and grief prevention
Get some friends on and just play, people don't join servers unless others are on
invite small YouTubers to play on it
Create a twitch account and stream yourself whenever your on it
get good staff!
Also what's the IP

I would reccomend starting it vanilla, it's already hard enough to get a regular server started. then once you get a large enough player-base you can make a modded server, and you'll already have players from your old server.
The truth is it's hard to make popular servers since there are some many different ones out there. So remember just making a server doesn't mean it will become popular.

Modded is always a much harder sell than a usual server, namely because downloads = chopping your playerbase by a large amount.
It has to be very well done to develop while modded, assuming the term "mod" was used correctly.

some reasons your server could be unpopular is because your not advertising your server correctly and you might not be putting your server on all the websites for promotion!
aswell as having people vote on your server post boosts your server up the rankings!

As said already modded servers won't get as much attention as a vanilla server.
I can't give much feedback on what you can do to improve the server as I can't find the IP or what mod pack you are using.

Modded servers do not tend to attract as many players as vanilla servers, due to people having to download and keep updated specific modifications / mod packs.
