Photoshop if you have money, and a real liking for art.
Paint.NET if you want a free, almost as powerful version.
Never use a website to make skins, they might look cool, but it's better for the program.
Ones that allow you to use parts from other skins are not allowed on pmc.
Also, i agree with the guy above me.

It seriously drives me insane seeing the replies on these threads...
To clear this up: No it's not against the rules of PMC to use online-editors, unless you use their premade parts. If you don't do that, there isn't even a way to tell what program you used!
But: Online-editors simply are Bulls*** if you really want to make skins on a somewhat advanced level! They do not work well, at least if you compare them to programs like MCSkin3D. Nobody who makes good skins actually uses online-editors! This doesn't mean it's not possible to make good skins on those, but it's a lot easier and way more professional if you just download one of the mentioned programs and use those!
Dear moderators, I wish you would lock these threads after you answered them, so we can stop the spread of people having the ridiculous belief that online-editors are good for skinning.

TeddyNone.
Websites that let you make skins (Novaskin/Minershoes) are filled with stolen items and if you were to create and upload a skin containing any of these items - you would receive a very hefty ban time.
I suggest downloading a program to make skins.
I strongly recommend using McSkin3D (Does not support Mac) found here;
http://www.planetminecraft.com/mod/mcskin3d/" onclick="window.open(this.href);return false;
If you happen to own a mac, I suggest SkinEdit;

Skin making websites are only against the rules if you make skins with parts from other users, correct? Because I use Cool Shoes to make my skins.

If you run Linux (I do) I'd run or download (if you don't already have it) GIMP. Really good for making skins.
