If you're talking about starting a completely Survival server with no rules, it will probably take some time before you'll get a community. But a possible community if you'd want something alike would be the 2B2T community.

Pure Vanilla servers never work unless they are whitelisted.
I think you're looking for a Semi-Vanilla server, they are basically vanilla but with grief prevention and essentials, I have one of these open if you want to have a look.
